My guess is that it would be to enter one of these conservation minded competitions where they give you a certain amount of standard fuel and you have to design a vehicle that will go the farthest on it, hence the wind resistance profile. Maybe worth checking up on their website, but probably have to read Thai
My initial thought was that it was one of these Pedal Prix entrants but the one in the pic appears to have an exhaust so probably what John said.
