November and December are the months that Wing 41 (the Thai Air Force base adjacent to the airport) accepts applications for vehicle stickers that will allow you to travel through the base from Suthep road to the airport road. The cost is 40B.
Docs required are:
Photocopy of your green book or other evidence of ownership.
Photocopy of your passport
Photocopy of Thai drivers license
Photocopy of house registration (I copied my Chanot, others went to their embassy and shelled out baht to get an address document)
Passes can be picked up by appointment in January.

I am happy to pay 40B per bike to save some time. If I want to go to the airport, this shortcut saves me making 2 u-turns on the moat.
