I really love these "What's this bike?" questions! There are all kinds of interesting bikes out there which would never be on the road in a "civilisized" country. So here's what I spotted, hope the photos show:

Klaus that's a modified Honda NT400 or 650 Bros. Funny what people can do here to their 2 wheels isn't it ?? Cheers, Franz
 
Yep, you're right, probably a 400. Interesting frame "conversion" really makes you wonder what it might be. Daily rider, seemingly no probs with the BOB.
