What does it actually mean that there is no green book. How is the new owner affected? Is this bike illegal?

i have copies of the import docs and a copy of the bill of sale, was purchased from Moto-zone. however no green books means it's not registered, thus the low price.
someone can come along and buy it as a track bike or go through the registration process which costs about 70,000THB
