Are procedures and regulations the same?

I have Malaysian friends who want to do the cross country on 4 x 4. Do the same riles apply as with motorbikes? If no, does anyone know where to get the details. These people are hoping to wind down from the stressful flod relief missions that they have been involved in since Christmas.

Hmmm, i just realized that most of the content on the link above is in Malay. Well, it was set up by a Malay group. Although we were colonised by the Brits and were taught the Queen's wnglish... sad to say most Malays are as yet not fluent in English.
