ETL mobile numbers in Laos have changed and you need to add a 2 to the front of the number.

Lao Tel and Tigo changed some time ago and you must add a 5 or 7.

How to know?

All ETL numbers begin with 2
All Lao Tel numbers begin with 5
All Tigo numbers begin with 7

Example:
My Laos number is +856 20 238 5562
New Number is +856 20 2238 5562

Simple but a large pain for those with a few hundred phone numbers in memory.
