You-tuber Paddy Doyle just did a big road trip in Laos on his Honda Ct125 Hunter Cub with thai plates - so the good news is that its possible with a 125 cc bike nowadays. The bad news is that its seems to be possible to cross only at Nong Khai - Thanaleng (Vientiane) Friendship bridge no 1. Pddy tried at Chiang Khong - Huay Xay but was rejected.
And second negative is that you need an agent to clear you through the bordercrossing if you bring a bike and that goes for all foreign plated bikes no matter how big or small it is.
The cost seems to be around 2500 baht, so its not the end of the world but still… The agent must be contacted some days ahead of the crossing as paperwork must be arranged 3 days prior to the crossing.

If you dont have paperwork from an agent you wont be allowed to cross. This is confirmed by several other riders that have crossed to Laos lately at Nong Khai.

Paddy Doyle’s video episode where he crossed into Laos:

Plenty of info here if you want to take a look

You will probably need an agent to get you into Laos on a bike less than 250cc.
