Are sim cards available in Houei Xai or Muang Ngern? Is cel phone and internet reception any good in Laos with a sim card?

The Lao phone system is superior to Thailand. Real 3G & phone signal everywhere. Beats Thailand every time.
Plenty of shops selling phone sims in HX. Should be available in Muang Ngern ok too, not that I've looked.
Either way, not a problem to be concerned about.
