I've been traveling the world in a Ural sidecar since 2021 and I'm currently at the Thai border, having come from Malaysia.

Thai customs won't issue me a temporary import permit because they claim sidecars aren't allowed in Thailand.

The agency that issues the permits says the same thing.

I have all the necessary documents, including the CPD (Carnet de Passage en Douane). According to the regulations, it should be possible.

What should I do?

Are there any independent agents based at the border that can give advice ?
It's written in my text; the agencies tell me the same thing as the customs officers: they don't accept sidecars in Thailand for temporary vehicle imports. An agency employee there tried to find a solution, but after two hours, he confirmed that a three-wheeler isn't recognized by the Thai authorities. I'm surprised because what I've read online suggests it's possible, especially since my sidecar isn't homemade but built and sold as is by the Russian brand Ural.
