I see this report and wonder if its only because of a more open reporting policy than other countries with motorbikes. Surely Vietnam and China have worse accidents than Thailand?

I suspect as much. Malaysia for example has an unbelievably high number of road fatalties. For example, 2016 saw a reported 7152 fatalities with an incredible 62.7 of those being motorcycles. Add to that the number injured..which the Malaysian bureau of statistics has actually stopped reporting...and you literally have carnage on an epic scale.
