Chiang Rai and Chiang Mai New year. hotels,New year parties?

Hi it seems that we (girlfriend and I) are coming up to CM and CR for the New year. Can any body give me an idea of decent hotels in Chiang Rai about 400-700 baht ( i'm ok for CM hotels). Also where and what New year parties are going on in CR or CM.
