Today I would like to relay a post from my Cambodian friend -Nydhikun Nikki Phav- President of CBC (Cambodia Biker Club).

Cambodia is a wonderful country and a wonderful country for bikers but this would damage this so good image.

Very bad news for bikers in Cambodia ....

As President of CBC (Cambodia Biker Club), the oldest (registered in Ministry of Interior more than 6 years already) and certainly the most respected biker clubs in Cambodia, we are very concerned by the actual punitive actions leaded by the traffic police against all big bikes disregarding the type and true quality of each vehicle.
Since few days, police started to seize all motorcycles which seem using non original exhausts leading to loud sound, extra lighting, extra siren and horn, and bikes producing smoke....in short all modified bikes.
The issue is not the law which has the good intention to bring quietness, safety and clean air to population of Phnom Penh or other cities, but police has arrested all big bikes even if those bikes are genuinely factory made without any extra accessories.
With a full respect to the authority, we have few remarks or suggestions to be addressed to the Road Traffic department/Ministry of Interior:
1- We need clarification from the authority to see on which basis a traffic police can distinguish that a bike is modified or not as usually a big bike above 500cc is automatically louder than a Honda Dream with 100cc, a motocross bike is always louder than a road bike...and we supposed that traffic police officers are not necessary well trained to know all genuine details related to the mechanics of numerous brands of bikes on the market today...
2- Before going to that level of mass motorcycles seizure or penalties, can we imagine that all bikers must arrange their bikes to be as the original version and after coming to a state checking center to be validated, an official label sticker will be delivered and sticked on the bike to show to all traffic police that the bike is conformed with the standards to use on every public roads.
3- Why bikers must be punished when we know that some old used trucks, buses, cars, and many other vehicles are sometimes louder, have extra lights, and produce more smoke than big bikes as their owners already changed most of the spare parts, but why they are never been the target of the police?
4- Being biker is not a luxury. And same for being a member of bikers clubs. It is a way of life. In different countries, beside the 1% biker clubs which do not represent the regular bikers but a sort of bad boys gangs which are fortunately not yet fully active in Cambodia, the population and authorities appraised bikers as they come from different level of the society with always the positive intention to live fully their passion without any will to harm the community, and on the contrary, most of biker clubs try to do the best actions for charity to help the needed people in their community.
CBC and many bikers clubs in Cambodia have the same spirit to help their community through charity rides as we all considered that we can not live together in a same country and be blind to all miseries happening to many unfortunate people...
Breaking the existence of bikers and bikers clubs with harassing laws will certainly deteriorate the good spirit to help needed people as the first incentive for bikers to go to the charity actions is through riding big bikes all together...
5- True bikers like all members of CBC, are very concerned by their safety and security. We never ride our bike without helmet and proper gears. We are also fully respectful of every traffic laws to protect all road users. Beside, from our club creation up to now, we used to be the "big brothers" to many young riders to teach them the basic to ride bike in a real situation and in group with the full respect of the law and other users on the road. Regarding this new law to prevent the bike modifications, through our large network, we can also support the authority by explaining to the young bikers the obligations to keep their bike as the original version. This kind of big brother's advice, sometimes can be as efficient as some strong coercive actions but with more sympathetic approach.
6- By forbidding any modification to the bike, the authority seems refraining all kind of imagination to bike's lover which can be seen by other countries like a limit of freedom and creativity. If the issue is the noise, the authority should set the official limit of decibel to not exceed and bikers can be free to change their exhaust pipes as long as it will not be louder than the noise required by the law. Same for the smoke or light or whatever. Instead of forbidding, traffic police should better set a limit to not exceed.
7- Riding bike contribute to a large part of the local economy as passionate bikers are always ready to invest in the latest model of bike or accessories. Refraining any modification of bike will truly harm some small businesses as their actual revenue is based on that work of tuning, modification bikes or selling accessories...

Bike is our life. We wake up with riding bike in mind, we ride bike every day like our regular vehicle, we dress every day with biker's clothes and style, we meet friends every Friday after work to talk about bike, we try to ride bike in group as often as possible, we watch most of the time bike races on TV, bike videos in social media and we dream to discover the World on a bike.

Please dear Excellencies from the Road Traffic and Ministry of Interior, draft your laws with the respect of hundred thousand of passionate bikers who will completely support its, leave us time to bring all modifications to fit with your standard requirements, and seize and fine all bikes which are not disciplined and in line with your laws.

- PLEASE DON'T MIX UP ALL BIKERS IN CAMBODIA LIKE WE ARE ALL OUTLAWS AND WILLING TO DAMAGE OUR SOCIETY.
- EVERY BIKE IS DIFFERENT.
SOME ARE ORIGINALLY LOUDER THAN SOME OTHERS, YOU MUST ACCEPT IT.
WE WILL CONFORM OUR BIKES WITH YOUR LAWS AS WE NEED PEACE IN MIND WITH YOU.
- PLEASE STOP TO ARREST ALL BIKERS TO SEIZE THEIR BIG BIKES DISREGARDING IF ACCESSORIES ARE GENUINE OR NOT...
- CBC JOINED WITH OTHER CLUBS, ARE READY TO MEET YOU, TO EXPLAIN OUR CONCERNS HOPING YOU WILL LISTEN TO US AND SUPPORT OUR REQUESTS.
- WE NEED YOUR SUPPORT AND UNDERSTANDING TO LET US LIVE OUR TRUE PASSION AND SHARE IT.
