Who is the legal beagle? Registering bikes/scooter/moped 50cc or less

Having read once that vehicles under 50 cc do not need to be registered, I am trying to find out exactly what the law is. All info seems to be on how to do it, not actually about what vehicles need to be done.

Anyone know for sure?

i have been told that it is simply impossible to register 50cc or under as they do not recognise it in the land transport office. May be bullshit. but the info came from the land transport office in Nakhon Pathom. Here they have municiply stickers that you buy from the local office.. i think 100b same as the tax. But no number plates.
